How can I make this work in a fluid way that checks all current sites and adds or updates rules based on their ID or title?
With postman or do I need to create an application?
You can code something up yourself using the Cloudflare API, or use Terraform.
Only the WAF has account-wide rules and that requires an Enterprise plan.

Yes yes, but has anyone made a tutorial on how to do this? I tried to download Terraform on WIN 10 and it didn’t even open.
Terraform is a command line tool so it doesn’t “open”. The link in my post above gives you a guide to get started.
