If you have conflict rules, you should set the first rule to bypass instead of allow, if you have allow, the traffic will continue trigger rule no 2, 3, 4… etc.

To completely bypass whitelisted IP, you can use the IP access rule, just to avoid conflicts. The IP list in the firewall rule can only be used as allow instead of bypass.
