Is this true? I currently can’t apply for a credit card, and I need to transfer my domain to Cloudflare. What should I do?
The dashboard error message aside, your domain is not ready to be transferred, as it has the nameservers BITTER.DNSPOD.NET and SEGMENT.DNSPOD.NET

As noted in the “Before transferring a domain to Cloudflare” section, the domain must already be active on Cloudflare. This means you must first add the domain to Cloudflare and change the nameservers when instructed before you can initiate a transfer.
It looks like you are making changes in a DNS console. Normally nameserver records are managed elsewhere not within a DNS console. You should check with your registrar where to make this change.

If the domain shows as ACTIVE in your account, you should now be able to transfer it.
