That account shows as deleted.
But when I try to create with the email it appears: A user with that email already exists (Code: 1079)
Yes, if the email address / account was deleted you’ll need to wait a year to reuse the email address. You can add a domain using another email address. A quick will proly show other results, but I am going off of this one:
