Thank you for reaching out. You can use the Managed Rule 100161- Anomaly:Header:User-Agent - Empty to block empty user agents. This should help you mitigate this kind of traffic. Also, please make sure that you firewall your server to only accept requests from Cloudflare owned IPs: IP Ranges
