“Premium” isn’t a Cloudflare plan level. Features such as Railgun are often included by a Hosting Partner if you get their premium Cloudflare package. Generally, though, if you can toggle it, it’s included in your plan. If you try to toggle something that’s not in your plan, you’ll go through the cart checkout process to pay for it.

You are signed up on a free plan @user14275. Did you add the zone directly to cloudflare or via a partner with a plan type of premium (we’ve seen partner name and bundle plan types with other things they offer).
