I have tried reinstalling chrome, using a vpn, and changing isp
seems multiple others have the same issue in this forum with no resolution so I don’t know why I am trying again

It is likely that the requests were not able to pass the challenges that issued by Cloudflare.
If you are seeing Ray ID, you can filter that Ray ID under security events, or you can search for the IPs that seeing the error in security events.
You may want to create bypass rule to bypass the security or IPs.
