We recently moved to Cloudflare CDN from rocket CDN and configured it with the default options. No page rules have been created. We can’t get the HTML pages to cache. Images, JS, CSS, etc all cache (cf-cache-status: HIT in the HTML response header). The HTML pages always return a response header of “cf-cache-status: DYNAMIC”. No page rules have been set.

The Cloudflare CDN does not cache HTML by default.
You can create a page rule or cache rule to cache such DYNAMIC resources.
