Hi everyone, I want to know if the Image Resizing paid add-on that is only available in the pro plan and above, process external images as an uploaded image or only the images stored in cloudflare.

Image Resizing works on images stored on your own server. It doesn’t include storage. The Cloudflare Images product is built atop Image Resizing and works on images stored at Cloudflare.
So does that mean I can process an image in C:/Users/Images/test.jpg?
No, it would have to be on a web server.
Technically you can do this with the combination of Cloudflare tunnel Cloudflare Tunnel · Cloudflare Zero Trust docs
But this will be inefficient if you are running it on a local machine that can go offline at any time.
As i40west mentioned, Cloudflare Images combines Image Resizing and storage features.
