When I am texted a link, the video session works fine on my smartphone but I can’t figure out how to make the texted link work on my desktop with my higher quality streaming camera and microphone that work great on other video chat platforms. What am I missing or doing wrong?

I am not sure what you are trying to do here, but that does not seem to be related to your original question. And no, you cannot access the IP address.
I was trying to follow some directions I was given to use the IP address to join the video with my PC rather than my phone. I assumed the cloudfare error message was something I was doing wrong and maybe I could find the answer here
Whoever gave you that IP address gave you the wrong IP address. You need to use the domain name.
