How to remove an IP address from Cloudflare's block list

I’m not sure if we have the same understanding of “owned by”?

The fact that you host your site with some hosting provider, that itself doesn’t mean that the hosting provider owns your site.

The fact that you use Cloudflare in front of your website, that itself doesn’t mean that Cloudflare owns your site either.

Cloudflare simply provides some tools, how the individual website owner uses them, is completely up to them.

I’m not sure I understand what you mean, especially around e.g. “administrators have access to end hosts hosting sites”?

If it is supposed to mean something like e.g. “The individual website owner(/administrator) has access to create or change individual firewall configurations for their own website”, it would sound to be spot on.

The website owner can configure firewall rules, for example like this:

  1. Blocking multiple AS numbers (e.g. complete ISP’s).
  2. Blocking visitors that does not appear to come from EU (Europe).

Those are just a couple of the many things you can do, when using Cloudflare in front of your site.
