To create Custom error pages at Cloudflare, you would need a Paid plan.

Moreover, kindly see more information about creating one on the article below:

You can try yourself using the code from below:

<!DOCTYPE html>
<html>
   <head>
      <meta charset="utf-8">
      <title> My 1XXX Level Custom Error page</title>
      <style type="text/css">
         html, body{
         background:black;
         color:white;
         text-align:center;
         }
         h1 { color:red;font-size:22px; }
         h2 { color:blue; }
         p {font-size:16px; color: orange; }
         small {font-size:10px; color: #2eadee; }
      </style>
   </head>
   <body>
      <h1> Dear Visitor, this is an 1XXX example for Custom Level Errors page</h1>
      <h2>::CLOUDFLARE_ERROR_1000S_BOX::</h2>
      <p> You can add a stylesheet CSS for more colors, etc. </p>
      <small> This is an example </small>
   </body>
</html>

I want to ask a last question

I just want to give permission to enter the address www.domain.com/shop/ from Turkey

When I use these settings is blocking my attempts from Turkey,

Is there a code I need to add to the “1000 Class Errors” Special pages section

The action from the dropdown menu is selected “Block”.

May I ask what are you trying to achieve whith your Firewall Rule from the attached screenshot?

www.domain.com/shop/ to this address just want to give permission to enter from Turkey

Okay.
Meaning, block all people (or requests) who visit your “/shop/” URL and allow only people from Turkey (or requests made from Turkey country) to be allowed to acces (enter) your URL?

Which would mean, anyone can still access to yourdomain.com (including yourdomain.com/images/, yourdomain.com/some-other-folder-but-not-shop/), but not on the /shop/ part of your Website (or any other sub-folder of /shop/ like /shop/images/, /shop/css/ … if they are not from Turkey).

If that so, the Firewall rule should be like this:

or with “contains”

Or just full URL?:
