How to ignore origin cache headers?

From my understanding, it seems page rules can work for my use case.

Create a new page rule which match all routes and set browser cache TTL and edge cache TTL?

Is my understanding correct?

You can add the “origin cache control” page rule setting and set it to off, as well as setting the browser/edge cache TTL in the same rule. This will disregard the origin’s cache-control header.
