How to disable and enable Origin Cache-Control?

The doc says:

The table below lists directives and their behaviors when Origin Cache-Control is disabled and when it’s enabled.
How to enable Origin Cache-Control? is there a button?

I believe origin cache control is disabled when you override it with a specific Cache setting such as Edge Cache TTL and Browser Cache TTL. It looks like these headers may also alter cache behavior:

Origin Cache Control is enabled by default for all Free, Pro & Business plan domains:
