My old agency that is malicious owns my domain name through Cloudflare. How can I do to regain control? It’s a scam. The domain name is mine.

Was the domain registered through Cloudflare Registrar or another registrar? If it was registered through another registrar, do you have access to the account at that registrar? If you have account access, you should be able to log into that registrar & remove their Cloudflare nameservers from the domain, replacing them with whatever nameservers you want to use. If you don’t have access to the registrar account, but the whois information reflects your information as the legal owner, you might be able to contact the registrar and go through some kind of process to prove your ownership.
