How to Create NS form Cloudflare?

Hi all, l have issus creating NS record in Cloudflare. i have creating NS record by ip address Cloudflare but not using NS record
example
ns1.dotsiam. 173.245.58.16 < ip Cloudflare
ns2.dotsiam. 173.245.59.6 < ip Cloudflare

check ip is Cloudflare

i have create dns by use ip Cloudflare as example ns1.dotsiam.com
