I tried to create rules but there is no south carolina displayed in list of contry.
Who said that?
Cloudflare only lists countries, South Carolina is no country, hence you wont find it in the list.
I believe workers have information on that level, however it always is a question how accurate that is. You might block people you dont want to block and vice versa.

i created ticket and there are some firewall rules created by clouladflare but my speed tab yet giving same message
