How to block HTTP DDoS permanently?

Hello,

What options do I have as a “Free” user to permanently block HTTP DDoS attacks?

The Cloudflare WAF reacts to the HTTP DDoS, but resolves them after 5 - 10 minutes and then filters them again. Due to this time my website is always busy.

The attack is a layer 7 attack. I have already exhausted all possible filtering mechanisms via WAF.

I find it a pity that there is no option to block HTTP DDoS detected attacks for about 2 - 3 hours or permanently.

Or can anyone explain this to me in more detail?
