How to allow VPN traffic?

Whenever a customer (or another system) is unable to access my site, I’ve found it’s because they’re using a VPN or some other network that is listed as private on IpInfo. For example: 44.214.199.135 IP Address Details - IPinfo.io

I’ve gone into my Cloudflare security settings and tried disabling as much as I could. My Cloudflare “Security Level” is set to “Essentially Off”. I’ve tried adding the blocked IPs to my WAF IP Access Rules as “Allowed”, yet they still get blocked.

What else should I check? I have a feeling I’m overlooking a setting somewhere that is causing the block.

When a customer is blocked, they should see a page with a RayID on it.

You can search for the RayID on this page to find out why they were blocked: https://dash.cloudflare.com/?to=/:account/:zone/security/events

How to proceed depends on what feature blocked them.
