We have a site where their cache keeps being cleared, and as such, as it is a complex site, the GTMetrix score is bad.
Does Cloudflare have a setting somehwere that clears it based on circumstances?
I’ve set it to Dev mode, and added a rule to ‘bypass’ cache.
Is that it, or could there be another setting somewhere?

If you have development mode on in Cloudflare, it bypasses all cache. It could also be matching the bypass cache rule as well, depending on what it’s set to match for.
What are you basing it being “cleared” off? That Cf-Cache-Status on all responses is Dynamic/miss? That your browser cache is missing? That it CF-Cache-Status is HIT but the age is low?
