How do I redirect with no DNS records?

I transferred my domain registrar from MetroHost to Cloudflare. Can I use a page rule with my now transferred domain to redirect visitors to a different domain? Currently, it is not working because of the lack of DNS records. I get the error: server IP address could not be found. DNS_PROBE_FINISHED_NXDOMAIN
