How do i get Universal SSL?

I created website, but Universal SSL cert doesent generated aucomaticly. What should i do?

Have you set an SSL mode such as Full (Strict) in the SSL/TLS section of the Cloudflare dashboard?

And check the Edge Certificates section to see if there’s a certificate. If not, then you can try going to the bottom of that page and click Disable Universal SSL, wait five minutes, then click it again to re-issue a certificate.

I confirm that by default universal certificates for new domains are not created
please fix this problem

They still are, as usual, it needs to be active on Cloudflare, though.
