How can I whitelist these multiple IPs?

My PTaaS (Penetration Testing as a Service) provider advised me that it appears as though its attempts to audit our public interface are being blocked. (Yes, that’s good, but on the other hand, pen testing is fairly obvious. Most hackers would be more subtle.) In order to conduct a full audit, they advise that I whitelist the following:

35.177.219.0/26 3.9.159.128/25 18.168.180.128/25 18.168.224.128/25 54.93.254.128/26 18.194.95.64/26 3.124.123.128/25 3.67.7.128/25 139.162.214.111 203.12.218.0/24

Where do I go to do this? Is that under Security | Firewall Rules | Create firewall rule?

And is the above going to be one firewall rule or does each IP address in that list need a separate rule?
