How can I show video and snapshot directly after upload?

After I upload a video there is some processing time before it becomes available, sometimes several minutes. How can I quickly show a user a snapshot and video, ideally directly after uploading it.
Is this possible or not?

The case is to use Stream for videos sent in a chat app.

Once video upload successfully, you will a playback url with something like this https://watch.cloudflarestream.com/74ecf9afcbde2d10, this should be expose in our Dashboard.
