How can I limit the access per tunnel via creating application? (non-http)

I have a tunnel to our office network (192.168.40.2) that is working fine. However I want to limit the device permission to per tunnel. Since only a specific users are allowed to connect to our office network, how will I disable other users from connecting to it if they are listed on the Device Management?

When creating an application access I see there is an option to a private network, is that viable for my use-case?
