Please check under https://dash.cloudflare.com/?to=/:account/:zone/security/events which service is doing this for your site.
I believe it could be Under Attack Mode, Security Level, Bot Fight Mode.or a WAF rule.

You’d need to open one of the events, but it was caused by a WAF Rule.
You can see the WAF menu on the left in your screenshot.
