We’re working to submit a zoom app to the marketplace, and their domain verification requires the existence a specific folder / with a file in it. How can that be accomplished in Cloudflare’s DNS?

You can’t because what you are looking for is HTTP based and not DNS based. You need to configure this on your host’s side.
