How are streaming minutes calculated

I know "Streaming: $1.00 per 1,000 minutes " but my question is how is that calculated?
let’s say a user is just skipping through a 10 minutes video - basically just watching 10 seconds, then moving forward 1 minute, watching 10 seconds - will this count as “20 seconds” “1 minute” or “1 minute 20 seconds” ?
Does skipping through video count as watch time? or just the actually watched time count as watch time, and is that watch time divided, or the minimum recorded will always be one minute?
I think there should be more explanations of it works on the streaming order page.
