Sure, if you come across a site that you believe is engaged in illegal activity, you can report it directly to Cloudflare. To do so, fill out the form on Cloudflare’s Abuse page Abuse approach - Cloudflare. Please clearly detail the issue so that it can be properly investigated. Remember, enforcement of the site’s behavior is up to the site owner’s hosting provider.
Probably not, there are exceptions (Cloudflare Pages), but generally cloudflare nameservers show if a site us using cloudflare to make it faster & more secure, the cloudflare is not the hosting provider.
