Hello. Is it possible to whitelist a certain domain/website to access my images?
Like. I would like Tumblr to use hotlink my images because if I activate this the images is block by CF.
this problem can solve with cloudfare worker,

Yep. While the hotlink protection in the scrapeshield section of the dashboard is a good blanket solution, if you want any kind of special controls for access you would want to use a Worker.
