What does the problematic ISP have to say about the issue?
So far, it sounds like you’re suffering the consequences of your ISP’s bad actions, such as these outlined in e.g.:
As it can be seen from your second traceroute, your ISP takes your traffic all the way from Asia / Middle East (e.g. Iraq) and to Europe (Sofia, Bulgaria), before they are attempting to pass it on to other networks, such as e.g. to Cloudflare.
Taking traffic to other countries, or even, as it appears in this case, continents, will definitely lead to higher latency - and of course, an increased risks of (heavy) packet loss.
You can however contact your ISP, and request that they set up a settlement-free peering with Cloudflare within your own country, or at least, somewhere closer than the other continent, if locally within your own country isn’t an option for them.
