Help configuring cloudflare to change traffic from when an ip is down to an ip is up

I would like some help from the community to find out if Cloudflare has a service that is paid or not, where I have a site with a dns configured and when the ip drops, it directs the traffic to another ip that is up

This sounds like something that you could do with load balancing.
