Hello, For a few days now I have been experiencing problems with traffic on my website when I have high traffic. I use Cloudflare as a CDN, and although my configuration has not changed, my .m3u8’s start to drop when I reach approximately 30,000 concurrent users. I have checked my server performance and it is not a server issue, as when accessing directly by the server IP, the stream remains stable. However, when I use my domain behind Cloudflare, the m3u8 stops loading. My traffic ranges from 40,000 to 50,000 concurrent users in peaks. I have already checked the Firewall, DDoS Protection, and Rate Limiting settings, but the problem persists. Is it possible that there is some kind of limitation or shadowban in Cloudflare that is affecting my streams? Can you please confirm if there is any limit on the amount of concurrent traffic being applied to my account or domain? Please, I would appreciate if you can help me resolve this issue as it is affecting the availability of my services. Thank you in advance for your support.

What steps have you taken to resolve the issue?

We enabled Edge TTL and Browser TTL for m3u8 streams and .js/.ts files.
We set the browser TTL to 1 second to minimize the risk of serving stale content.
We set the Edge Cache TTL in Cloudflare to 1 second.
Creating custom rules in Cloudflare:

We created rules for Cloudflare to efficiently cache m3u8 and .js files.
We configured the rules to ignore the source cache control header and use a specific TTL.
We adjusted the rules to ensure that m3u8 files are prioritized.
Cloudflare traffic limitation investigation:

We identified that the problem arises when reaching approximately 30,000 concurrent users, suggesting that there may be a limitation imposed by Cloudflare.
We verified that the problem does not stem from the origin server, as the streams work correctly when we access directly through the server IP instead of using the domain in Cloudflare.

What are the steps to reproduce the issue?

My m3u8s just crash with high traffic, when the traffic goes down, it is fixed.

Since you are streaming video through Cloudflare for 10s of thousands of users without using R2 or Stream you must be on an enterprise account, have you spoken with your account team?

You’re in violation of Cloudflare’s terms of use, so it’s entirely possible they are blocking or throttling your account. It’s also likely the domain could be banned.

Broad / mass streaming requires an appropriate plan/ service.
