I have a business account set to 200mb but my ios app will only allow 100mb uploads

You already have maximum upload set to 200. You can check it in your network tab:

This might be a limitation of either your application or your origin, not Cloudflare.
Try and upload it from the browser and see if you can, if so then you have your answer.
