We are experiencing the same issue with a rule like this:

It occasionally blocks requests from Googlebot (not always!). Examples of Googlebot IPs that have been blocked:
66.249.79.1
66.249.79.2
66.249.79.4
66.249.79.7
66.249.79.97
66.249.79.105
66.249.79.167
66.249.79.196

Notice that all of these IPs have belonged to googlebot for at least 2 years, so this can’t be an issue of Cloudflare not updating their Googlebot IP ranges.
