Google and Yahoo emails not accepting our emails

When we email to a receipant whom using Yahoo or Google it is getting bounced back stating our email is deemed spam and high security risk. We are all set up with Cloudflare. We should be authenticated and server to server should be accepting our emails. What might be going on and how can we fix this error?
