Given IP is inaccessible from some networks in Brazil
What steps have you taken to resolve the issue?
The IP given by Cloudflare to one of my domains (tutto.com.br) is 104.26.2.19/104.26.3.19 but it seems that this IP address are blocked from some providers (Claro/NET, e.g.) here in Brazil.
I want to make full use of features of security and WAF that are only available for proxied hosts. But, if I enable proxy in some address, they became unavailable.
Is it possible to request a change for this address?

No, otherwise the site that is causing the IP address to be blocked could do the same and eventually all Cloudflare IP addresses will be blocked. Usually such blocks are soon lifted once the wider effect becomes know as it will affect many sites. Complain to the ISP.
I understand why I can’t change this IP, as you explained. But, it will be a challenge to contact one of the largest Brazil’s ISP and try to explain this issues to them…
I think I should wait the lifting to use the proxy
