You need to add those lines to your Apache conf file.
I’ve done this before and didn’t care for how restrictive it is. I just configure my server firewall to only accept Port 80/443 connections from Cloudflare’s IP addresses. When I bypass Cloudflare, I only need to disable the firewall. No need to go back into Apache, change the config, then restart.
