Did you ever get this figured out? I’m in the registration process for a .gov now and we can’t figure out how to get the nameservers first but dotgov is requiring it.
You can’t usually add a domain to Cloudflare before it is registered, which means you can’t get the nameservers. This normally means you have to register the domain to point to another DNS service, then add it to Cloudflare and change the nameservers.
If you are on/considering an Enterprise plan, there may be a workaround for this if you talk to your account team.
