Getting data from very far away DataCenter

Hello,
I have followed support article to check which data center i am reaching to:
Article name: Which-Cloudflare-data-center-do-I-reach

Link: http://techno.technosavvy.net/cdn-cgi/trace
fl=21f90
ip=//Removed
ts=1560579218.691
visit_scheme=http
uag=Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:67.0) Gecko/20100101 Firefox/67.0
colo=LHR
http=http/1.1
loc=IN
tls=off
sni=off
warp=off

Here you can see that LHR is used but i live in India , so i am supposed to get an indian center or even close by like singapore.

Another strange thing is when i do a ping test on the url i get an USA ip address:
Pinging Cloudflare.net [104.24.118.175] with 32 bytes of data:
Reply from 104.24.118.175: bytes=32 time=164ms TTL=59
Reply from 104.24.118.175: bytes=32 time=184ms TTL=59
Reply from 104.24.118.175: bytes=32 time=407ms TTL=59
Reply from 104.24.118.175: bytes=32 time=448ms TTL=59

So i am a bit confused , can someone explain why its like that.

I live in India and my server is in singapore but the ping is giving me USA ip which is increasing the ping time to around 400ms and even the Cloudflare trace says LHR center.
