For some reason about a month ago, Cloudflare started to flag me and I can’t access basically any website without having to answer the capition.

Thank you for asking.
May I ask have you tried using a different Web browser, or tried clearing your Web browser cache?
How about using a Private window (Incognito mode) or a VPN connection if possible?
Is it the same behaviour on your mobile phone (4G LTE, mobile data, cellular)?
Do you use any particular anti-virus software or some kind of an Web browser extension?

Try this :
Open Date and Time by click the Start button, click Control Panel, click Clock, Language, and Region, and then click Date and Time.
Click the Internet Time tab, and then click Change settings… then check list Synchronize with an Internet time server with name Server : time.windows.com and click Update now. Try that website again because that how i solved my problem with “This challenge page was accidentally cached and is no longer available”.

Different browser or private window makes no difference, clear the cache too, I don’t use anti-virus, and using 4g the sites work normally.
One thing my isp keeps switching between 3 different ips.
And the same thing happens regardless of the device, whether mobile, notebook or desktop.
