Getting 500 error when trying to buy page rules

I tried to buy more page rules but I get an error warning that reads:
Status: 500, message: failed calling backend for creting a sub for account… Unable to process payment: do not honor: 05; DECLINE (code 1226).

I am trying to reach Cloudflare support to tell them about this but I do not know how and am therefore posting here hoping that someone knows how to tell Cloudflare about this problem.
The Cloudflare status told me the following:

Resolved - This incident has been resolved.

Investigating - Cloudflare is experiencing problems with processing subscription updates.
This impacts new subscriptions and changes to existing subscriptions.

However it says it has been resolved, but that is not the case.

Likely not something wrong with Cloudflare:

The DO NOT HONOR or Invalid Service Code messages indicate that the customer’s card-issuing bank or the payment processor declined the transaction.

This is more common with virtual or prepaid cards especially.

You should contact your bank and see if there are issues with the transaction or if there are issues with your account.

If the bank confirms the card is valid and you should be able to transact, contact support.
