Getting 403 status errors

What steps have you taken to resolve the issue?

We setup Cloudflare IP in our firewall allow list
We setup our server IPs under cloudflare security WAF Tools page
We disabled ConfigServer Security & Firewall - csf v14.20 on the Server
We tested the website working with Status 200 directly without cloudflare using the IP as request.
We also disabled all the WAF Managed rules.
