You need to get traffic flowing through Cloudflare in order for it to hit your rule in the first place.
If you don’t have any web server for this domain, Cloudflare recommends 100:: for originless setups.
Create a proxied AAAA
DNS Record, Name @
, target 100::
This will make Cloudflare serve it’s proxy IPs in DNS Requests, and the Page Rule should get hit before it tries to contact the non-existent origin
