From Mongolian biggest ISP called Univison /AS17882/, accessing the site “mon.insure” results in a timeout error displayed by Cloudflare, indicating that our host is not working. To resolve this, we disabled IPv6 via the Cloudflare API, but this did not help. Access from other ISPs functions normally. Univison supports both IPv6 and IPv4. Our web server has only a public IPv6 address (ISP is Mobicom /AS9484/). Note: on firewall 80, 443 ports allowed from any ip.

First of all sorry you’re experiencing this issue. I have checked the error logs for your domain on Cloudflare for the last 24 Hours and I can see that these errors are no longer occurring on your website.
It is likely that there was a temporary problem on the path or at your origin preventing connections from completing. However as this is no longer occurring it is difficult to pinpoint a root cause. There are two actions I would recommend taking:
Check with your hosting provider to see if they had any issues with packet loss or if your server was under load at the time the errors happened.
Have your hosting provider or server admin confirm that all Cloudflare IP ranges are fully allowlisted from any rate limits. We publish our IPs so that you can do this here: IP Ranges
