Flexible SSL not updating: need to wait or my mistake?

Hello guys, sorry but I am not able to resolve this issue. I read in knowlege base that Universal SSL certificates typically issue within 15 minutes of domain activation at Cloudflare and do not require further customer action after domain activation.

I setup FLEXIBLE ssl and page rules to force HTTPS but my domain is still in HTTP.
