Firewall rules disabled but rules still active

Cloudflare disabled “Firewall rules” and replaced it with “Custom rules”, however, I still have active firewall rules being applied to my traffic even though the panel is no longer accessible.
The problem is that I really need to eliminate rule 874a3e315c344b1281ad4f00046aab6f as it is blocking valid traffic, but I cannot, neither through the control panel nor through the API.

Does anyone know how I can achieve this?
