Firewall Priority for the Same Subnet

Hi All

New to the whole Cloudflare thing and community
I have a quick question hopefully someone can answer

Overview we have a customer who is being blocked due to
Error 1007 access denied - IP 92.103.74.210 Owner of the website has banned etc…

Now we have a firewall access rule which is blocking 92.103.74.0/24 - the reason is unclear but someone has blocked this range for a reason

SO if I place a allow rule above the block rule - would this work ?
I cant see a ACL list priority or numbered lines

Please see attached - I have blacked out internal ref numbers

I believe whitelisted entries are always evaluated before blocks. Not sure, but I’d give it a try.
