Firewall IP Whitelist

I found that access from Screpy was blocked by the Firewall and was asked to allowlist the following IPs:
65.21.49.177
65.21.250.14
65.21.255.74
65.21.191.22

1. I fill in Security - WAF - Custom Rules
   Field : IP Source Address
   Operator : is in list
   Value: list of ip that contains the ip address above
   Action : skip
   All components are checked.

The result: failed! Screpy is still blocked by the firewall.

2. I tried Tools - IP Access Rules
   I enter all ip above with Action = Allow ; Zone = All websites in account.

The result: failed! Screpy is still blocked by the firewall.

Is there another way to allowlist Cloudflare ip addresses?
Why is it that even though I have used custom rules and ip access rules, the ip address is still blocked by the firewall?
Meanwhile, when I turn off the proxy, access to the IP address runs smoothly.

I would suggest checking in the Security Events · Cloudflare Web Application Firewall (WAF) docs the blocked request. You will be able then to skip the relevant rule.
