Firewall doesn't appear to be blocking

I’ve been experimenting with the firewall option and can’t seem to get it to work.
I created an IP based rule as follows;

IP ADDRESS - IS IN - 162.208.32.0/24
BLOCK

However, the offending host continues to send email to my server with the above mentioned IP
WIth that said, does anyone know if there’s something I’m doing wrong?

Cloudflare firewall only affects website connections, as Cloudflare does not proxy email connections.
